Financial aid to people with disabilities and rare diseases to adapt their homes
María de los Ángeles Alonso, our occupational therapist, has summarized in this article she offers, requirements and links of the Adapta 2024 Plan.
The objective of this economic endowment is to improve the adaptation of homes where people with disabilities and rare diseases reside, to improve their quality of life by eliminating architectural barriers and improving their autonomy by facilitating interior mobility or increasing safety in the domestic environment, as well as to promote accessibility in residential buildings and premises located on the first floor of residential buildings with the objective of eliminating architectural and sensory barriers.
The Adapta 2024 Plan: What does it include?
The Adapta Madrid 2024 Plan has 4 lines of subsidies:
– Line A: adaptations of the usual housing of people with disabilities.
– Line B: accessibility works in premises located on the first floor of residential buildings (pharmacies, bars, etc.).
– Line C: adaptations to the usual housing of people with rare diseases.
– Line D: works to improve accessibility to residential buildings such as doorways or access to the street.
The Adapta 2024 Plan: What does it exclude?
Works that do not improve accessibility (painting; decoration, furniture…) Elements that are not fixed, such as wheelchairs or walkers.
ONLINE GRANT APPLICATION GUIDE
A – Line A:
Adaptations to the usual housing of persons with disabilities.
To whom it is addressed: people who have a home where a person with a disability resides and who meet the following conditions:
- It must be the usual one of the person with a disability.
- It must be in the municipality of Madrid.
- The person with a disability must be registered in the dwelling since October 2023.
- The disabled person must have a recognized disability of 33 percent or more with reduced mobility. or sensory or intellectual disability.
- If the disability is visual, the degree of disability must be 65 percent or more.
- Check if you need the License or Responsible Declaration to carry out the work in your home. Depending on the type of work, this documentation is necessary or not.
What changes are included in the grant
Type A
- Adaptation of the bathroom (change of bathtub for shower, installation of folding chair in the bathing area, placement of handholds…) and kitchen (modification of furniture height…).
- Adjusting the size of doorways or aisles to allow access with wheelchairs or walkers.
- Installation or adaptation of overhead lifts, platforms, bars, handrails, stair lifts and ramps (two-story homes or homes with an outdoor area…).
- Soil adaptation.
- Domotics (technologies that help to perform household tasks and improve security) e.g., plugs, push buttons, lighting systems, presence sensors… .
- Installation of doors with automatic opening or opening with card.
- Security, alarm and fall detection systems
- Extra works subsequent to other subsidized works(painting…)
- Portable sit-to-stand or sit-to-stand lifts when the person has a disability equal to or greater than 75 percent.
- Any other that helps to improve accessibility.
Amount of Type A subsidy
In ALL cases, the City Council subsidizes the total cost of works or actions equal to or less than 1000 euros. If the work has a higher price:
- From 33 to 64 % of recognized disability degree
The amount of money over 1,000 euros is subsidized at 50%, with a limit of up to 14,000 euros.
- From 65 to 74 % of recognized disability degree
The amount of money over 1,000 euros is subsidized at 70%, with a limit of up to 25,000 euros.
- Degree of disability equal to or greater than 75%:
The amount of money over 1,000 euros is subsidized at 90%, with a limit of up to 30,000 euros.

Type A grant documentation
- Official application form. DOWNLOAD
- Certificate or simple note from the land registry.
- This document is used to obtain bank details and to make payments by bank transfer.
- Payment by Transfer in the name of the beneficiary DOWNLOAD
- Certificate of ownership of the account if you are a legal entity.
- Certificate of disability including the degree of reduced mobility or sensory or intellectual disability.
- If you are not the owner of the house, a Declaration of Responsibility signed by the person requesting the subsidy, where the owner authorizes the execution of the works and actions.
- Whether the works or actions have not started or have already begun, presentation of the budget and the signed technical project.
- When the work is equal to or greater than 40 thousand euros it is necessary to submit 3 different estimates.
- If the works have not started, a photo of the current state of the site must be submitted.
- If the grant is submitted with the work already completed, the following documentation must be submitted:

- Invoice and payment documents.
- Photographs of the finished work or performance.
If the installation is of technologies, a justification report prepared by the user and signed by CERMI (Comité de Entidades de Representantes de Personas con Discapacidad de la Comunidad de Madrid) Comunidad de Madrid or another organization that guarantees the need for this type of aid must be submitted.
